Held in Florence in May 2026, the conference brought together representatives of the European institutions, business, academia, civil society and think tanks for two days of open and candid discussions on fundamental issues in European climate policy for the coming year.
Professor Taschini’s session focused on how the EU can manage allowance supply, as the carbon market enters a new phase of tighter caps, lower liquidity, and increased pressure on industrial competitiveness. He presented insights from his recent work on the Carbon Cap Rule, a rules-based approach to adjusting allowance supply in response to market and abatement-cost conditions while preserving the integrity of cap-and-trade.
